Up until a few years ago, when the BC government needed Project Managers, Business Analysts or other professional consultants for a project, the government would post a Request for Proposals (RFP) on the BC Bid web site. The process was transparent. All consultants could see the project opportunity on BC Bid, the selection criteria were included in the bid notice, anyone had a fair chance to compete, and afterwards all proponents normally received a letter telling them who won.

The process changed when the government introduced Qualified Supplier Lists for professional services. Now consultants submit proposals to be placed on the Lists. Government staff select contractors from the Lists as needed when projects arise.

There is no transparency whatsoever. The project opportunities and selection criteria are not published anywhere, no-one knows which Lists and consultants are being considered by government selectors, and the names of selected consultants are not published. Since no-one is aware that an opportunity exits, consultants can't submit a complaint if their qualifications were not considered or if the process was unfair.

Selection and contracting is all done behind closed doors and there does not appear to be any auditing or oversight regarding fair practices. My mission is to use this blog to promote transparency in government contracting and to publish information about how consultants are being selected.
